Become an accredited registrar for .se

IIS works in accordance with a business model called the registry-registrar model, which is an internationally established standard for top domains. In brief, the business model entails that all registrants of .se domains are customers of accredited registrars, instead of customers of IIS as in the previous model.

Registrars enter a registrar agreement with IIS which entails that the registrar supplies services including the following for .se domains:

  • New registration of domain names
  • Renewal of domain names
  • Transfer from one registrant to another
  • Updating registrant information
  • Updating name servers
  • Cooperation during registrants’ changes of registrar
  • Deregistration of domain names

The application fee for becoming a registrar is SEK 10,000 plus VAT.

The annual administrative fee for registrars is SEK 10,000 plus VAT, which corresponds to 100 new registrations (or more). The wholesale price for new registration and renewal of a domain name is SEK 8.33/month plus VAT. The administrative fee is deductible against the number of new registrations carried out during the preceding year. The amount will be credited to the next year’s first invoice.

Registrars of both of the top level domains .se and .nu, pay a total sum of SEK 16,000 plus VAT, which makes a discount of 4.000 SEK.

Application to become a registrar

The first step is that the company wishing to become a registrar sends in an application, which is assessed on the basis of finances and suitability.

To apply, fill in the application form.

The form includes contact information and a number of questions that you should answer. An application to become a IIS registrar comprises:

  • Completed application form
  • Annual report or the equivalent (sent as an attachment with the application form)
  • Notice of tax assessment for self-employed persons or the equivalent for foreign applicants (sent as an attachment with the application form)

IIS receives the application

IIS will handle your application promptly and will inform you if anything is missing or if further information is required. The application will be assessed on the basis of finances and suitability and will be either approved or rejected.

You will be informed of whether your application was approved, so that the process can be continued or not. You will get the answer within ten working days from receipt of the complete application. This ten-day period applies to Swedish companies, because a longer period of time is usually required to complete the financial assessment for foreign companies.

If the application is approved

If your application is approved, an e-mail will be sent to you containing important information that we ask you to read and confirm.

Once we receive the confirmation, you will receive an email regarding payment of the application fee of 10 000 SEK excluding VAT. Note that this is a fee that is not refundable if you do not complete certification training and / or performance test within 3 months

IIS will then send you instructions regarding how certification training and function testing are carried out.

Once the tests are completed, we require you to send in two copies of your signed registrar agreement and to pay the administrative fee. IIS will send you the two copies of the registrar agreement for signature once you have passed the tests. Once payment has been made and the agreement has been signed by both parties, you are an accredited IIS registrar.

If the application is rejected

IIS may reject your application if your company does not fulfill the financial and/or suitability requirements. If your application is rejected, IIS will inform you as soon as possible.

If our application is rejected, when can we apply again?

You can apply not earlier than six months after IIS informs you that your application has been rejected.

Requirements to become an accredited .se registrar

Companies that are successful in the financial and suitability assessment will proceed to the next stage of the process, which entails that at least one employee who is to work with .se registrations must undergo certification. The company must also obtain a passing grade in function testing related to IIS’s test system for EPP.

Personal certification and the function test can occur in parallel, but must be completed with passing grades not later than three months after the application is approved and IIS has sent the company information regarding how the tests should be completed.

To become an accredited registrar, the following steps are required:

  • Approved registrar application
  • Certification training with passing grade on proficiency test
  • Passing grade on function test for EPP
  • Registrar agreement signed by both parties

Certification and proficiency test

As part of the process of becoming a registrar, IIS requires that at least one employee of the company that has sent in an application undergo certification training including the proficiency test. However, IIS encourages companies to ensure that more than one employee is certified. The training and test are web-based and are based on independent study.

The proficiency test comprises several multiple-choice questions in various areas related to IIS’s activities and the activities of a registrar. Candidates who do not pass the proficiency test may try again after three days. All of the study material is available here.

Note that certification must be completed with a passing grade not later than three months after IIS has sent out information regarding the certification process.

Function test

The function test is a mandatory part of the process of becoming a registrar. It is a technical test to ensure that the registrars’ system and employees can correctly carry out registration services using EPP (Extensible Provisioning Protocol) in relation to IIS. The functions tested include:

  • New registrations of domain names
  • Renewals of domain names
  • Updating contact information
  • Updating name servers
  • Change of registrars
  • Transfers of domain names
  • Deregistrations of domain names

All registrar candidates must complete the function test, regardless of any prior experience of EPP from other top domains or of IIS’s test servers. Information on how to apply for function testing will be sent to you by e-mail once IIS has processed and approved your application.

Note that you must complete the function test with a passing grade not later than three months after IIS has sent you information regarding how to complete the test.

Test environment and manual for EPP

IIS will provide a test server for EPP to all registrar candidates who wish to prepare for the functional test. To obtain login details and a test account, please send an e-mail to with the following contact details:
